According to the customer accounts and Steam Status, Steam is currently facing significant problems with connections.
Steam Status claims all link executives from Steam are offline. Although there are no issues for particular games like CS: GO or Dota 2, Steam’s failure does not allow players to access these games.
Steam will probably return soon, but it’s going to get out for now. When Steam goes back online or when Valve updates the condition, we will update this post.

Sept. 30 update 7:00pm CT: Steam Connection Manager Servers will again experience a Steam status failure.
Sept. 30 6:34 p.m. CT Update: Steam’s link management is back online according to Steam’s status.
